発表タイトル：Sustaining Exchange Across the Pacific with Innovative Distance Learning Courses

2011年NAFSA年次大会（カナダ・バンクーバー）において、「Sustaining Exchange Across the Pacific with Innovative Distance Learning Courses」と題し、ビデオ会議システムを利用したインタラクティブな遠隔講義が学生交換に代表される海外大学との学術交流に果たす役割について発表を行った。発表者は福澤レベッカ教授（法政大学）、Janis S. Williamson教授（University of California, Davis）、田中秀実（法政大学）の3名で、Session Chairは福澤教授がつとめた。当初、Beth Greenwood教授がUC Davisの取り組みについて発表する予定であったが、諸事情によりJanis S. Williamson教授が代役をつとめることになった。セッションは6月2日（木）14：00-15：15に開催し、50名程度の参加があった。
はじめに、福澤教授から日本の遠隔教育の歴史・現状を解説し、日米の現状比較および日本の大学の事例がいくつか紹介された。田中の発表では2004年後期から法政大学とUC Davisが共同で実施している遠隔講義（E-Class）についての事例紹介を行い、時差、学年歴、成績評価基準、予算、覚書等E-Class運営のために取り組むべき事務的な課題について解説した。また、Teaching Assistant、授業支援システム、技術スタッフの役割など、従来の講義と同様に学生・教員同士の双方向コミュニケーションを遠隔講義においても実現するための取り組みを紹介した。さらに、過去に開講した授業風景の映像や受講生の授業評価を紹介し、インタラクティブな遠隔講義が異文化交流に対する関心やコミュニケーションスキルを高めるだけでなく、大学間の協力関係を強化し、双方に様々な人的交流を生み出す手段の一つと成り得ることを示した。Williamson教授からは授業内容・講師の決定、部局間の協力体制等、E-Classの実施に向けたUC Davisにおける取り組みについて紹介があり、同学生にとっても双方向の遠隔講義が単なる知識の習得だけでなく、多文化教育のための貴重な機会になっていることが述べられた。
発表後の質疑応答では予算規模、課題の提出方法、海外大学との遠隔講義が学生の留学志向に及ぼした影響などについて多くの質問があり、遠隔教育のコンソーシアムについての意見交換も行われた。

The session “Sustaining Exchange across the Pacific; Innovative Distance Learning Courses” on June 2nd 2011 at the NAFSA 2011 Annual Conference in Vancouver introduced an international distance education class exchange to show how such courses can contribute significantly to university internationalization. The explanation and background of the “e-course” between University of California, Davis and Hosei University was presented by Mr. Hidemi Tanaka and Dr. Rebecca Fukuzawa of Hosei and Dr. Janis Williamson (substituting for Beth Greenwood) from UC Davis. Joining the discussion during the question and answer period was Dr. Kazuo Yana of Hosei, designer of the course.
The distance education course exchange between UC Davis and Hosei began in 2004, a time of modest expansion of distance education in Japan. With the relaxation of the laws on credit requirements for distance education and internet-based credit by the Ministry of Education in 1998 and 2001, many Japanese universities began to create distance education degree, course-sharing and exchange programs. The UCDavis/Hosei course exchange is one of these initiatives.
Despite administrative, financial and educational challenges, the experiences of both universities over the past seven years have been very positive. The administrative issues that both universities have overcome include scheduling to accommodate different academic calendars and time zones, negotiating credits in different institutions, and recruiting students. Alternating the university providing the course on a semester basis and designating the university providing the course as responsible for the instructional and technical costs has limited financial issues. This model of alternate responsibility for financial issues also applies to educational issues. Each university is responsible for selecting faculty who are approved by the other university and determining grades for the courses it provides.
Educational issues continue to be a source of ideas for continuous improvement of the course. In tackling the issues of finding instructors and subjects of interest to students, the course has become progressively more interactive and multimedia-based. Student evaluations show strong support for such classes. Such classes require flexible faculty able to deal with multicultural student populations and different interaction styles, interactive teaching methods and technology. In addition, IT and classroom support at all stages are necessary for the smooth running of the class. Future issues include improving technical support for students, further increasing interactivity at all stages of the course.
In conclusion, a long history of institutional collaboration, benefits to each institution and mutual trust have contributed to the success of this exchange. Our experiences suggest that such classes can contribute to building cross-cultural bridges; international distance education classes can increase the opportunity for study abroad-like experiences on campus, expand curricular offerings and foster cross-institutional research collaboration.
